Because the Frontline Response is a faith-based organization, it is important that our volunteers share our core beliefs. We are not concerned about denominational affiliations or agreement on contested theological issues, and we don't think Christians are superior to anyone else. Rather, it is our belief that we have nothing to offer the individuals we serve apart from Jesus, and we rely on the Holy Spirit to work through us to make an impact in their lives. FRONTLINE RESPONSE: CHILD PROTECTION POLICY AND AGREEMENT FORM

STEP 5 OF 6: FRONTLINE RESPONSE - YOUTH PROTECTION POLICY AND AGREEMENT FORM

I. WHY DO WE HAVE CHILD HANDLING PROCEDURES?

  1. To protect the children

  • Psychological Abuse: Occurs when a child’s emotional and mental health are not being met and/or behaviors toward them are psychologically harmful
  • Neglect: Occurs when a child’s needs for food, shelter, clothing, or supervision have not been met
  • Physical Abuse: Occurs when someone inflicts visible or invisible bodily harm
  • Sexual Abuse: Involves direct or indirect sexual acts or behavior

 II. FRONTLINE RESPONSE  YOUTH PROTECTION POLICY AND CODE OF CONDUCT

  1. The Frontline Response event/ministry leaders supervise on an ongoing basis and make unannounced visits into classes or other sites from time to time. 
  2. Staff and volunteers will respond to children with respect and consideration and treat all children equally regardless of gender, race, religion, sexual identity, or culture.
  3. The Frontline Response has a Zero-Tolerance Policy prohibiting any act of sexual, emotional, psychological, or physical abuse. Therefore, staff and volunteers must not abuse children or use corporal punishment of any kind. Any type of abuse will not be tolerated and is cause for dismissal. The zero-tolerance policy requires all Frontline Response employees, interns, and volunteers to immediately report an occurrence or suspected occurrence of abuse to the supervising Frontline Response employee. 
  4. Any paid employee, intern, or volunteer who works with children (age 17 or under) will be given the definition of child abuse in writing (see “I. Definitions” above), as well as the policy on reporting child abuse (see section “III. Reporting Protocol” below). In addition, they are required to read and sign all policies relating to identifying, documenting, and reporting child abuse as well as attend prevention training if applicable.
  5. All paid employees, interns, and volunteers are required to view child abuse prevention video(s) and read the written materials available on the subject to help them learn the reality and gravity of the situation. The definition and training should help them identify child abuse in the future if they see signs of it. 
  6. Staff must never leave a child unsupervised.
  7. To protect Frontline Response staff, interns, volunteers, and program participants, at no time during a Prevention program may a staff person or volunteer be alone with a single child where the staff person or volunteer cannot be observed by others. 
  8. When the situation requires a volunteer, intern, or staff person to leave the main programming area (i.e. to walk a child home, etc.) volunteers must do so in groups of three with at least one male over the age of 18, and interns and staff persons must do so in pairs if a third is not available. This is for accountability and safety purposes.
  9. Frontline Response practices the “two adult” rule, which requires a reasonable number of adult workers to be maintained in each situation involving the supervision of children and youth, but with a minimum of two workers (that are not married to each other or members of the same family) at all times. A married couple or two family members account for only “one” in the “two adult” rule. 
  10. Staff, interns, and volunteers will make sure a restroom is not occupied before allowing children to use the facilities. If staff, interns, or volunteers are assisting younger children, doors to the facility must remain open. 
  11. Staff, interns, and volunteers will conduct and supervise private activities (i.e. diapering, putting on bathing suits, showering, etc.) in pairs. When this is not feasible, staff should be positioned so that they are visible to others. 
  12. Staff, interns, and volunteers must have their hands visible when holding a baby or toddler.
  13. Staff, interns, and volunteers will respect children’s rights to not be touched in ways that make them feel uncomfortable. A child’s right to say “No” is to be encouraged and respected. Other than diapering, children are not to be touched in areas of their bodies that would be covered by a bathing suit.
  14. Staff, interns, and volunteers will use appropriate touch including pats on the back or shoulder, side hugs, handshakes, high fives, and fist bumps. Staff, interns, and volunteers will refrain from touching of personal areas, patting of the buttocks, or initiating full frontal hugging. 
  15. Staff, interns, and volunteers shall not allow children who are school age to sit on their laps. Sitting on laps should only be used for the purpose of comforting a small child.
  16. To reduce the risk of injury, do not place kids on your shoulders.
  17. Using, possessing, or being under the influence of alcohol or illegal drugs during working hours is prohibited.
  18. Smoking or use of tobacco in the presence of children or parents during working hours is prohibited.
  19. Profanity, inappropriate jokes, sharing intimate details of one’s personal life, and any kind of harassment is prohibited.
  20. Staff, interns, and volunteers will refrain from intimate displays of affection towards others during programming.
  21. Staff, interns, and volunteers may not date program participants under any circumstances.
  22. Staff, interns, and volunteers may not spend time with children they meet in Frontline Response prevention programs outside of these programs unless approved by an administrator. This includes babysitting, sleepovers, and inviting children to their home. Any requests for separate outings must be submitted and approved by the Prevention Director and must follow protocol of the Special Outings Policy. 
  23. Staff, interns, and volunteers will not have private interactions through social media, computer, or handheld devices with any children in the program. Any communications with a youth Prevention programming must include a parent or guardian.
  24. Staff, interns, and volunteers may not transport children in their own vehicles unless they have authorization from Frontline Response staff, a valid driver’s license, and another volunteer, intern, or staff member in the car.
  25. All paid employees, interns, and volunteers should have an application on file that includes a legal release statement allowing Frontline Response to conduct criminal background checks. The application includes questions pertaining to working with children and/or youth. The application may include personal interviews, current address information, former churches, references, and general experience in working with children and/or youth.
  26. A criminal background check will be conducted on all paid employees, interns and all volunteers having a Frontline Response planned assignment with children and/or youth. 
  27. An identification system will be utilized during Frontline Response events/outreach so that when adults drop off a child they are the same adults or the adult’s designee who picks up the child. Under no circumstance should staff release children to anyone other than their authorized parent, guardian, or other adult authorized by their parent or guardian.
  28. Churches, organizations and/or individuals who utilize Frontline Response facilities or attend Frontline Response sponsored events for children and/or youth must certify that a child protection policy is in place and is being enforced. 
  29. Unless authorized by Frontline Response staff, do not take any pictures of children under 18 years of age.


III. IDENTIFYING PHYSICAL AND BEHAVIORAL INDICATORS OF ABUSE/NEGLECT 

**Disclaimer: These indicators are not exhaustive and do not verify actual abuse; however, when observed, they may warrant further investigation. If these indicators are detected, see reporting protocol below. 

  • Wary of others
  • Clingy (clinging) to others
  • Uncomfortable with emotions (crying)
  • Emotionally detached
  • Extreme changes in behavior when not around parents
  • Manipulative or controlling
  • Poor image of self
  • Delinquent behavior
  • Self-mutilation, drug, and alcohol abuse
  • Bruises, welts, burns, bite marks, bed wetting, fractures
  • Reluctant to change clothes in front of others
  • Questionable sexual behavior/knowledge beyond their particular developmental age
  • Promiscuous
  • Withdrawn, distant
  • Self-conscious
  • Obsessively clean
  • Extreme compliance or defiance
  • Anxious
  • Fearful
  • Pain or itching in genital area
  • Injury to genital area


IV. REPORTING PROTOCOL

  1. Any suspicion or allegation of abuse and/or neglect of a child by a staff member, family member or any individuals shall be confidentially reported to the Frontline Response staff supervisor on site and in writing to the Prevention Director, at btezera@frontlineresponse.org immediately. Do not treat any suspicion or accusation as frivolous. 
  2. The decisions regarding further assessment of any danger, seeking consultation, notification of parents/custody holders, and any further necessary services will be based on the decision of the Prevention Director in consultation with other necessary Frontline Response staff members.

V. METRO KIDS DISCIPLINE POLICY

  1. Remember that we are not their parents.
  2. Always give the child the opportunity to do the right thing.
  3. If the child chooses not to do the right thing, remove him/her from the crowd to avoid humiliation when disciplining. 
  4. After disciplining them, remind them that they are loved and that you know that they can behave well.
  5. Encourage a child that is doing the right thing. 
  6. Follow through with discipline or rewards.
  7. When removing a child, don’t grasp them by the arm or use any real forceful handling.
  8. Don’t use any physical forms of discipline – spanking, hitting, etc. 
  9. Fighting is never tolerated. If it gets under control, speak to the children involved and give them a chance to repent and forgive. 
  10. If a child persistently is disruptive, remove them from the group and walk them home. Communicate that disobedience is not tolerated nor rewarded.
  11. Don’t be afraid to tell a child “No.” Although they may not enjoy it in the moment, ultimately, we, as humans, desire discipline.

VI. MEDIA COMMUNICATION

The Executive Director of Frontline Response should handle all press communications related to child abuse allegations. All questions and inquiries should be referred to this individual.

VII. APPLICATION

To fulfill this policy, the staff/intern/volunteer application form needs to be completed. Please answer or acknowledge every question. A résumé may be attached but cannot be used as a substitute for completion of the application.

I certify that I have answered truthfully and not knowingly withheld any information relating to my application.

I authorize the references listed above and all previous employers and supervisors, including all persons for whom I have worked, to give a Frontline Response International representative information regarding me and/or my previous employment/involvement. I release Frontline Response International and all references listed above and all previous employers and supervisors from liability for any damages that may result from furnishing information to Frontline Response International.

I also authorize Frontline Response International to obtain information from official sources concerning my driving record and records of unlawful or criminal activities for the purpose of determining my suitability for Frontline Response International volunteer opportunities and appointments.

CONFIDENTIALITY AGREEMENT

STEP 4 OF 5: CONFIDENTIALITY AGREEMENT


It is understood and agreed that Frontline Response may provide certain information that is and must be kept confidential. To ensure the protection of such information, and to preserve any confidentiality necessary, it is agreed that:


  • The Confidential Information to be disclosed can include: Names, Contact Information, Identifying Characteristics, Photographs, Personal stories, Locations of contact, etc.
  • The Recipient shall limit disclosure of Confidential Information within its own organization to its directors, employees, team members, board members, and/or affiliate leadership, having a need to know. The Recipient and affiliates will not disclose the confidential information obtained from the discloser unless required to do so by law.
  • This Agreement imposes no obligation upon Recipient with respect to any Confidential Information (a) that was in Recipient’s possession before receipt from Discloser; (b) is or becomes a matter of public knowledge through no fault of Recipient; (c) is rightfully received by Recipient from a third party not owing a duty of confidentiality to the Discloser; (d) is disclosed without a duty of confidentiality to a third party by, or with the authorization of Discloser; or (e) is independently derived by Recipient.
  • If any of the provisions of this Agreement are found to be unenforceable, the remainder shall be enforced as fully as possible and the unenforceable provision(s) shall be deemed modified to the limited extent required to permit enforcement of the Agreement as a whole.


WHEREFORE, the parties acknowledge that they have read and understand this Agreement and voluntarily accept the duties and obligations set forth herein.

FRONTLINE RESPONSE WAIVER

STEP 6 OF 6: FRONTLINE RESPONSE WAIVER


I agree to comply with the policies and procedures taught to the best of my ability. I understand that there are risks to serving as an Frontline Response volunteer. While some of these risks are foreseeable, many are not. I know that serving may take me to dangerous areas and at-risk communities, where alcohol, drugs, and weapons may be present, and I freely choose to assume such risks.


I agree that Frontline Response, Frontline Response Board of Directors, staff members and volunteers, and any other Frontline Response agents and representatives do not assume any responsibility or liability for my personal safety, expenses, medical treatment, or compensation for any injury I may suffer during or resulting from my participation with Frontline Response. I also understand that I am free to refuse to engage in any activity at any time for any reason and will only serve as I see fit, understanding the risks involved. Accordingly, I do hereby, for myself, my heirs, executors, and administrators, waive, release, and forever discharge any and all rights and claims for damages that I may have or that may hereafter accrue to me arising out of or in any way connected with my participation in any Frontline Response activity or event.


I understand that this Waiver has important legal consequences and limits my ability to recover money if I am injured as a result of my participation in this ministry. I understand that no one with Frontline Response has any authority to make me do anything I do not freely wish to do or to make representations inconsistent with this Waiver. I have been given the opportunity to discuss its terms and consequences with an attorney of my choosing.


I affirm that I am at least 18 years old and I authorize Frontline Response to conduct a criminal background check on me when necessary. I understand and agree that a copy of this form will be kept on file with Frontline Response.
